There are many things to consider when taking off from an airplane: wind speed, wind direction, how fast the airplane is flying, and how much steam is needed at in the catapult to accelerate the plane to that speed.
When testing the entire catapult system, including the jet blast deflector, the gunner enters gas calculations to determine how much steam is needed to launch the aircraft. The controller informs the pilot that the flight is in progress.
