Eustis also serves as a hub for several small communities in rural eastern Lake County, including Cassia and Pine Lakes. These factors are not reflected in the Csus Bureau's city statistics, but fill a large gap between county statistics. When village statistics are compiled into city statistics, the total population of Eustis in 2000 exceeded 50,000.

The people of Eustis, located on the eastern shore of Lake Eustis, took their time deciding on the name. First it was Highland, Pdryville and finally Lake Eustis, named in 1825 by Gerald Abraham Eustis. Gerald Eustis, prominent in the Seminole Wars, skirmishes with Indians on the south coast near Tavares, Florida. In 1876 A. Pdri ran a homestead and a citrus grove. Opened the Ocklawaha Hotel in 1877. There is a sign Pdryville in the post office lobby.'
Before the railroad came in the 1880s, Lake Eustis was a busy port for steamboats running the Harris, Eustis, Dora and Griffin. In 1883 the "lake" was dropped and the town became simply Eustis. Although the United States opened the region to homesteading in the 1850s, settlement was delayed by the Civil War. The survey was finally completed in 1875 and settlement began in earnest. Among the first settlers was Guilford David "G.D." Clifford, established a store and started the first postal service for the new settlement. The city's first churches were formed in a meeting room on the second floor of Clifford's General Store. Episcopal, Methodist and Presbyterian groups organized and held services there before they had their own buildings.

The first houses were D.W. Herrick, A.D. Herrick and Hri Ki. In 1881 Clifford and Smith built the first general store in the building, which later became A.D. and occupied by C.D. Miller. A big year was 1878, when the city's first telegraph line connected Eustis, Leesburg and Sanford. The railroad arrived in 1880 with the first train from Astor to Fort Mason, where passenger and freight lake steamers connected to Leesburg, Hellas, Yalaha, Bloomfield, Lane Park, and Tavares. Bertie Clifford was the first child born before the incorporation of Eustis in 1883, and Edith Hutchins was the first child in the newly formed town. D.W. Herrick was the first mayor. Clifford's dream house in Eustis was designed in 1894, but the Great Frost of 1894-1895 delayed its completion until 1911. According to an 1887 business directory, Clifford's store in Lake Eust sold groceries, hardware, building materials, fertilizers, stoves, pottery, glassware, hay and grain. The Opera House, located on the second floor, is the cultural center of Eustis and Central Florida at large. The eighteen-room house at the corner of Bay Street and Bates Avenue is now home to the Eustis Historical Museum and Preservation Society and transports visitors to the gracious Lake County lifestyle of a hundred years ago.
Dr., the founding pastor of the First Presbyterian Church. J. H. Potter ventured to develop Eustis Seminary in 1886 with Professor Byron F. Led by Marsh (who named Marsh Memorial Park). The seminary served students from grades one through twelve. Its buildings are located on Washington Avenue near Eustis High School. The school closed in 1895 due to financial difficulties.
