Acting Army Secretary Eric Fanning is promising a "multidisciplinary investigation" into whether thousands of soldiers with mental health problems or traumatic brain injuries are being unfairly dismissed from the military for misconduct.

His pledge — written to members of the U.S. Senate on Nov. 30 but made public Thursday — comes after Colorado Public Radio reported that since 2009, commanders have fired more than 22,000 troops instead of supporting them.

A week after our story came out, a dozen US senators wrote to the military demanding a full investigation. Fanning's written response read: "The decision to discharge a soldier for any reason is not an easy one...I appreciate the concerns expressed in your letter and take them very seriously."

Fanning said the military will assemble a "senior military leadership team," including the inspector general, as the senators mandated.

"We will contact you once this review is complete," Fanning wrote. The deadline was not specified in the letter.

One of the senators who drafted the letter demanding the investigation, Chris Murphy, D-Conn. It was announced that he welcomed the army's remarks.

"I'm relieved that the U.S. military is conducting a thorough investigation into what happened, and I hope they correct their mistake," Murphy said.

But Andrew Pogany, a soldier's rights activist whose investigation helped spark the chain of events, called Fanning's wife "a joke, arrogance and nonsense. The Army has proven time and time again that it can't be trusted to investigate."

Pogani, co-founder of the Joint Services Justice and Advocacy Group, which provides free legal services to soldiers, last year obtained more than 20 hours of tapes of soldiers secretly meeting officers and therapists at Fort Carson, Colorado.

Pogan sent excerpts of those records to the general counsel overseeing the Army's medical system. The general ordered an investigation into whether Fort Carson officers abused the soldier and others after the admonishment warned of "unprofessionalism, hostility and indifference" in the videos and "the potential for serious harm."

The Army concluded there was no evidence of "systematic" problems at Fort Carson -- but the investigation and CPR found that Army officials never interviewed any of the other soldiers identified by Pogani.

"Without an independent investigation, we'll never know what goes on inside the military," Pogan says.

In the letter, Fanning writes, "We ensure that the process is fair, objective and deliberate, which ensures due process and the maintenance of due process."
